Update:

Assembly Bill 531 (July 16, 1997) signed by Governor includes definitions of geology and professional geologists.  It also requires that the director of the Nevada Bureau of  Mines and Geology be a professional geologist.  Language that addressed reports prepared by engineering geologists became controversial with civil engineers and was deleted.  For UST and hazardous waste projects, certification based on education and experience is required, but that exists as an agency certification rule and not by statute.
